Because the other four combinations except (C) denote action (verb): agent (noun) relationships, whereas treasure:treasurer denotes independent nouns with different definitions.


2)In order for us to perform successful communication, I think, an appropriate quantity of vocabulary should be apportioned to every member of society. In the logical context, the noun treasurer should be inevitably contained and brushed up at least by the lower classes of middle school courses in English-speaking countries, and until students who speak English as a second language have reached the sophomore classes of high schools.


3)The translators have got it wrong. Utterly wrong in that they (the two co-translators) have misconstrued the phrase in question {{the order's treasurer}} to mean in effect "the order's man in charge of handling jewels." A treasurer is not a treasure handler but a man who takes charge of an organization's finance.
